the Oceanside City Council authorized restrictions Wednesdaythat make it practically impossible for brand new financing shops toopen.

Supported by all excepting one of a half-dozen speakers, the councilvoted 5-0 to require that brand new payday stores get an operatingpermit that is special needs to be authorized because of the council. Too, such storeswill be classified as adult organizations, just like adult bookstores, rather than be permitted within 1,000 legs of an equivalent businessor 500 foot of a house, church, park or school.

Maj. Gen. Michael R. Lehnert, commanding general of Marine CorpsInstallations western, told the council in January that troops arefalling into severe economic difficulty because of pay day loans withannual interest levels of just as much as 2,000 %.

But as the limitations passed unanimously, a few councilmembers plus some speakers stated the aquatic Corps should work harderto teach its troops in regards to the hazards of these lendingestablishments.

“I’m likely to support this, but i’ve concerns,” saidCouncilman Jerry Kern. “We’re wanting to regulate behavior.”

Stated activist Nadine Scott, “I strongly help this ordinance.I think it is well crafted, and I also wish it’s going to be well enforced tokeep these continuing organizations away from our areas.”
